For barracuda you really want to be armed with a 9 foot 10 weight. The leader needs to have a wire trace attaching the leader to the fly, without this you have very little chance of landing a cuda. You need a good quality large arbor saltwater proof reel with a smooth drag.
Barracuda might be the most simplistic fish for fly selection. All you need is a needle fish imitation and you are good to go. Make sure that the fly has a trailing hook as cuda's typically attack from the back.
